Oh hold for several reasons.
No Alicorns are allowed to be made. The species is reserved for legendary beings (The only two known being princess Celestia and Luna.)
No pony can live at the ruins. There derelict and unsafe, especially so since they are found in the heart or ever free which is a place most ponies fear due to how deadly it is.
You cannot paint the moon (Im sure luna would take care of that even if it where possible) You pony if they do have a profession would have to be something that would being them in a regular income of bits (They need to eat after all!)
If she is a young adult she would have her cutie mark by now.

I agree with what Draco said, but the cutie mark thing is tentative. It's possible she could not have found her cutie mark yet, as the character Gramps is in his senior years and doesn't have one yet. But yes, no alicorns aside from Princess Luna and Princess Celestia. Like Draco said, this isn't a negative thing. We're more than happy to help you alter your character a little bit.
